I came across this for another reason, but the Energy Perfromance Certificates database has been published at https://epc.opendatacommunities.org/ new homes require an EPC and their is a field called
TRANSACTION_TYPE
which includesnew dwelling
and the full address and postcode is included in the dataset as well as the date the EPC was issued.EPC's where introduced in 2007 so should be good coverage of new dwellings after 2011 cenus.
I've started a repo https://github.com/creds2/epc to read the data.
