Add Keyboard Shortcuts for Resource Panel Tabs #409

I have a disability that prevents long term mouse use, but I love KeyNote! The 
Resource Panel (F9) is great, but if it comes up on a different tab than I 
want, it can be difficult to move from tab to tab with the keyboard. I'd like 
to see a fast keyboard method to move from tab to tab.

Example of how I cannot navigate from the Find tab to the Templates tab

---
F9 --> bring up Resource tab
Shift+Tab --> focus on the Find tab text
Right arrow --> move to the Scratch tab
Focus moves to the text area and now the Templates tab is not accessible with 
the keyboard. At least I cannot find a way...
