Functionality to add custom medical tag. #20

Description: At this moment the version of Bluelight does not permit to add tags to images. For this reason we've created a new functionality to add tags from a configuration file depending on the medical speciality. The result of that is a xml file for each image with the selected tag and some addtional dicom information.
