Document "Understanding how workflows evolve". #612

We should have a section explaining exactly how future tasks, of various kinds, appear in the active window. And, implications for --flow=new etc. too.

Some cases won't be obvious to users without some thought. Example, parentless tasks getting auto-spawned out to the runahead limit - https://github.com/cylc/cylc-flow/issues/5555

426 is aimed at developers.

4 is more to do with jobs than workflow evolution as such

So not a duplicate. But they all need doing!
