add CFF file #5743

CFF = citation file format

It's a way of defining citation information, now supported by GitHub.

Might help to encourage folks to cite Cylc more.

Would require us to list our authors (names and optionally affiliations). So far 41 people have contributed to cylc-flow (by GitHub commits), and potentially a couple more on cylc-uiserver/cylc-ui which is a bit too long a list for use in citations.
