Add jekyll redirect from #56

Closes #55

Tested locally and it worked with no issues. The gem used is supported by github pages. Testing now in GH pages on my fork.

Appears to be working. I pushed this branch to my master branch. Tested by visiting https://kinow.github.io/cylc.github.io/ (assets links are broken, ignore that).

Then visiting https://kinow.github.io/cylc.github.io/cylc (which was giving me 404 before). That should redirect to the https://cylc.github.io/ URL.
