Change function that it can handle subset of municipality ids #4

What's the use case?

If a cantonal office only needs the mapping for its own canton. They usually have the municipalities of the canton at hand but not for all of Switzerland.

Especially if they only have data of the canton. They would need to add the municipality id's of all the swiss municipalities in order to make the mapping work
