As discussed in https://github.com/cypress-io/cypress-docker-images/issues/695cypress/browsers and cypress/included Docker images for linux/arm64 do not ship with the Chrome, Firefox and Edge browsers that the linux/amd64 images ship with. The reason is the lack of availability of each of these browsers for the linux/arm64 environment.
For linux/arm64, the cypress/browsers image adds no content that is not already in cypress/base. The images are identical.
This lack of content is not mentioned in the local README documentation or the Docker Hub documentation. (There is mention in CONTRIBUTING > Multi-Architecture Support, however this is not a document that regular users would expect to need to consult.)
Suggestion
Documentation should correctly describe the content of Cypress Docker images, also for linux/arm64 variants.
