Show tooltip when hovering over 'switch testing type' button in main Nav of App #21918

Summary

I feel as if there should be some kind of tooltip when hovering over the "Switch Testing Type" button - it's a surprise as a user to click this and receive a dialog box in return, it looks like a "Home" icon instinctively

Note: this ticket needs design review before a solution is implemented. It's likely the problem represented here will be solved more holistically and the need for these tooltips will be removed.
