During `cypress run --headed --no-exit` the UI of the App is not interactive, but indicates that it should be #21919

Current Behavior

In headed run mode, the drop-downs still have their arrow but they don’t do anything: npx cypress run --component --spec cypress/component/Button.cy.js --headed --no-exit --browser chrome
