Add integration with database #4

This is the database stuff for integration with ddf-pipeline -- only does anything if the controlling env variable is set. Tested and working for me.

I'm in hollidays and I trust it's all right. I've been in touch with Joe whom I've suggested to add his M-dwarf target list (he should check with PZarka if not in there already - we should discuss that by email)...

Cool, I'll merge. I don't think it can screw anything up (famous last words).

It's easy to check the list and add new things. Happy to help Joe with that (though I am on holiday next week).
