index.tsx is currently hosting /all, which is fine but not intended long-term behavior (especially once I've implemented search and the ability to address multiple questions, see #38 and the desire for a search function).

Add link to show flags/notes that exist when that feature exists.
When the respective features exist, this is where one would navigate e.g. filtering on a question.
