make port range configurable #51

@jasontibbitts has reported having difficulty with the default 9000-ish port range that cassandane uses due to other stuff running on their build system using some of those ports.

Seems like it should be fairly easy to make the port range it uses configurable

Well, thanks for that. I was happy to just patch it until we get more complete isolation in our buildsystem but now I won't have to.
