chk_cyrus is just a wrapper around reconstruct -n. Should we get rid of it?

Looks like once upon a time it did its own work, but it was deduplicated by fdc0eb3d09 ("The Rest") and has just been a skeleton since then.

It expects mailbox arguments on the command line to be in the internal namespace (should be: admin namespace), but I won't bother fixing it if we're just going to discard it anyway.
