Radicle Git buttons #465

Remove radicle buttons from Git menu, when project does not have any radicle-enabled repos:

However, it makes sense to keep the Git->Radicle menu, which contains the Share button, so that the project can be "shared" to radicle, i.e. rad init-ialized.
