Show status of radicle-node / radicle-httpd inside IDE

it would be great if we could show some info in the Status Bar

if no values have been configured for rad_home and httpd , we can show a "Configure..." button, like in the below screenshot:

For the status bar, we need to create icons like the above:

• when settings are missing, show rad icon with X or / (crossed out)
  • show "Configure" button
• when only one of the two is running, show rad icon with !
• when both is running, show rad icon with ✔

Let's check every minute.
