Local installation should use 127.0.0.1 as IP in the hosts file #3

On local installations, every time the nginx container is assigned a new IP address, the hosts file is outdated.

Local installations could use 127.0.0.1 for all names written in the hosts file.

See configs/etc_hosts_rewriter/rewrite.sh.
