Add Wiki page for org.cytoscape.ci utilities #42

The org.cytoscape.ci package in Cytoscape is very useful for automatically wrapping responses and generating errors. There should be a page describing how to use it.

There's actually quite a bit of this in the cy-automation-cy-rest-json-util-sample App. This should be linked and could provide code snippets.
