Add instructions on using black and put commit on git-blame-ignore #183

As a follow up to add black formatting as pointed by @ianhi it'd be cool if we:

  1. Add instructions on using black to https://ipycytoscape.readthedocs.io/en/latest/contributing.html
    1. add 61c0fd86367b4ecfdb348826af5adae33d34203a to a .git-blame-ignore-revs file
