Administrators do not appear in Members page

Actual Result: Only members with the student, mentor, or instructor roles appear in the Members page Expected Result: Students, mentors, instructors, and administrators should all appear in the Members page Roles: Administrator Browsers: all A temporary workaround is to add the "mentor" role to all administrators (I've gone ahead and done that for my own profile), but it may be helpful for the students to be able to use the filter if they want to contact an admin.

Dr. Rosson asked me to remove users who has only administrator roles out. It has to show students, mentors, and instructors.
