Timing needs to be accounted for with past and active runs in the QC processing pipeline.

If the user wants to QC data files for an active instrument run, we are all set to go with the completion of #22.
If a user wants to QC data files for a completed instrument run (i.e. past run), then a sufficient amount of time should pass before each file is passed to qc.process_data_file().
