Active Controllers:
Any controller who has not been active on any oceanic position within a 3 month period to be shown inactive.
Any controller who has been inactive for 12 months to removed from roster
Notices:
Facility to send mess email to active and inactive controllers to send a message that requires an acknowledgment with the facility to be able to accept/acknowledge the message that records the acknowledgement.
List that shows number of controllers that have acknowledged or not acknowledged the latest message.
