Code for Africa can offer free drone footage of major Cape Town reservoirs + any urban areas from its https://africanDRONE.org project. It can also offer free 1m resolution satellite imagery, via its SkyWatch partnership, for both 'live' and historical imagery going back ~ 15yrs for visual comparisons of reservoir levels / other conditions.
