For it to make sense, it's important to control for population

Here's population estimates by Sub-place for the City of Cape Town from the City of Cape Town Organisational Policy and Planning Department

Here are the city of cape town's planning suburbs

We need to add the population by sub-place to the sub-place shapefile, then estimate the population by suburb by overlaying the sub-place shapefile on the suburb shapefile, then we can look at water consumption per capita per suburb

@jbothma what per-suburb data are you using? The files like 'Average monthly domestic water consumption - October 2017.xlsx' are limited - from their description:

'Monthly average water consumption per suburb*

• Median consumption values for single-residential properties per suburb
• Suburbs with less than 50 single-residential properties excluded (mostly industrial and commercial suburbs as well as undeveloped areas)
• Median values are rounded to integer values and top 20 suburbs capped (to avoid stigmatisation of any individual suburb) ** Average (median) suburb consumptions are not directly comparable. Some suburbs have large numbers of single-residential properties accommodating more than one household (for example, 2nd dwellings, "granny flats" & backyard shacks) which will result in a higher average consumption.'

The ones like 'Helderberg suburbs August 2013.ods' have suburb names that don't match the suburbs shapefile.
