Deadline trigger event for notification engine to change data on a participation. For Podemos decisionmaking, this is so that positive/negative commenting is disabled, and the user who opened participation, is notified to open voting.

This could be addressed by adding a notification for when a debate law closes, so participants are notified about this and directed to a new link where the bill is open to vote, and also a link for the debate where they can review what happened, if they feel like.

A job should be added to the notifier server so this check is pereformed at least once a day
