The admin panel should facilitate adding people to staff by having a list of users and a simple button to promote them to a role.

roles are:

Anonymous: Can read open data. Sees functionality for reader.
Reader: Can participate (= comment and vote). All users who register are readers.
Contributor: Can create content for their groups.
Admin: Can change any security setting in their node.

That's about that. And anonymous/unlogged should be able to read open data and see the buttons they could use if were logged in.
