Fantasy league scoring settings #189

User Story As a user I would like to be able to my fantasy league have modifiable scoring settings so that I can customize my fantasy experience to the way I desire.

Acceptance Criteria

When a fantasy league is create, scoring settings with default values are also created
Users must use an auth token to access this endpoint
Users can get the current settings of a league that they own by the fantasy leagues id

Tech Notes

Settings for the fantasy scoring system:
- Kills
- Deaths
- Assists
- CS
- wards placed
- wards destroyed
- kill participation
- champion damage percentage
