Acceptance Criteria

The owner of the fantasy league can start the fantasy draft by moving the status of the fantasy league from PRE_DRAFT to DRAFT
current_draft_position for the fantasy league is set to 1

Tech Notes

Should have some checks to validate the league is in a proper state before performing this operation. Checks should consist of:
- The fantasy league status is currently PRE_DRAFT
- The fantasy league has as many ACCEPTED members as is the max number of teams.
- The pro leagues that users can draft from is properly set
