Add an influx db Model to store the rejected Meter Reads and store them

Objective

To create a Model for the influx db that will store the Meter Reads for the failed analytics and store them

Description

• Review if the Influx db model do already exist
• If not setup a reusable structure which would allow us to have multiple influx db models
• Store failed meter reads into the db

Acceptance Criteria

• The influx db model that stores the failed meter reads
• The influx db model can be reused in multiple places
• The failed meter reads are stored in the db

The intention here is to store the data of that were rejected by the verification algorithm. We only care about the reads rejected by a the reads validation algorithm.

• We care about the ones which look correct but don't pass the verification algorithm
