Add support for bulk meter read upload via API

We want to create an endpoint which will receive the meter read csv and store all the meter reads

Create an endpoint that will receive the filename and user data
The filename must correspond to the file uploaded to the endpoint /file
Create a service that will schedule a job to store the reads
Check the findings of this ticket #431 in order to properly handle the jobs
Once a job is executed it should fetch the file using the file service (the file would be stored on s3) and then parse it
Every record in the csv should go the validation and the same creation process as the entries which are submit to the /reads endpoints

A new endpoint is created which receive the user details and csv file id
The endpoint will verify if the file id exists
The endpoint will schedule a job that will store the entries in csv
The endpoint should inform the user if the job has been successfully scheduled and if there errors with the submitted data
