Might not be something that can be fixed if it involves a exploit to get the right permissions, since exploits usually don't go over well if tried again without any cleanup done first
This sounds like something went wrong with the exploit. Nothing much that I could do from SafeB9SInstaller's side.
This happened while following Plailect's guide on 3ds.hacks.guide via Seedminer and PicHaxx.
I opened SafeB9SInstaller via Pokémon Picross, and it prompted me to input the button combination to install boot9strap. Instead I pressed 'B' to cancel, which brought me back to the 3ds main menu. From here I launched Pokémon Picross / SafeB9SInstaller again, but this time it got stuck on a white screen. After a few seconds, it closed back to the 3ds main menu and displayed the following message:
An error has occurred, forcing the software to close. The system will now restart.
After the restart, I shut the system down to check the otherapp.bin file. I downloaded it again and did a checksum comparison with the one on my SD card, but it indicated that they were identical. I put the SD card back into the 3ds and opened Pokémon Picross / SaveB9SInstaller, this time it opened normally again. From here I was able to finish the guide.
