ESR: repairs 1 durability in seconds should say replenishes 1 durability in x frames #24

this was super annoying for a number of reasons. descval 0 isn't supposed to show the value, but in this case it does? also esr uses d2smallutility which replaces the format string but also just hard codes the first %d to 1? idk... whatever it works now.
