Passing HA configuration here: https://github.com/mesosphere/universe/blob/version-3.x/repo/packages/F/flink/1/config.json#L50 is enough?

I verified it works with the extra settings I will create a PR to pass the HA options. Also will create a PR for the dcos package in the Mesosphere universe.
