Use Scalafmt. #7193

Summary: This formatter is used in USI and supported by IntelliJ.

I'm not really sure I want 10,000 lines changed. Maybe we can adapt the .scalafmt.conf a bit. I just did not like that our current formatter hardly worked nor was it checked.
