migrate from Godep (no longer maintained) to dep
- pin several upstream dependencies
- bump upstream github.com/miekg/dns to v1.0.15 to fix #530
git should ignore .swp files
circleci should build with a more recent version of golang

Golang 1.11.x isn't working on the Velocity CI for some reason. Investigation under way
