Update MCI Datasets URL #2568

The URL for the MCI Datasets no longer includes the .php extension. Visiting the URL with the .php intact will result in a 404.

Description of changes: Remove .php from the https://archive.ics.uci.edu/datasets.php URL, making it https://archive.ics.uci.edu/datasets
