I don't have a HDR monitor to test this, but can you try reloading the image in ImageGlass (press Ctrl+R) after disabling HDR in Windows?
Just tried and doesn't change anything. It doesn't only happen when you just turn HDR off when ImageGlass is open, it happens all the time when HDR is off.
If you turn HDR on and refresh it then looks correct.

This behavior is not present is other photo viewer apps, such as built in photo viewer or firefox, which do display correctly with HDR off.
