Load KF FHIR dev/qa servers with PCGC data #108

Do the following on the KF FHIR dev server first (for testing) and then the QA server:

  1. Load KF FHIR Model into server
  2. Load PCGC data into server
    • Can we use our FHIR ingest plugin?

pcgc is in dev now
