🍱 remove not reported diagnoses from diagnosis manifest

[x] closes #100
[ ] README entry added if new functionality
[ ] fixup commits are appropriately squashed
[x] submission_packet has been regenerated and committed as last commit in this PR

After manually updating the histologies file with correct diagnoses in #108 , regenerate the diagnosis table
