Update dockerfile to d3b-bixu account and to add updated circlize package

Please pull using docker pull pgc-images.sbgenomics.com/d3b-bixu/d3b_hope_analysis:latest

Tested the scripts under analyses/data-availability and they generated the expected outputs.
