Fix permissions on Mac Installer #49

As reported by dnewman, the Mac installer uses the wrong permissions for the 
pyserial folder.

Short-term fix: change the permissions on the folder

/Applications/Inkscape.app/Contents/Resources/extensions/serial/

so as to allow world access.

Long-term fix: create new version of installer.

A "beta" installer has been posted that may fix this problem.  Test and 
feedback requested. :)

Update: we have a report that version r3 does not fix the issue.
