Add workflow for testing and buidling #108

This PR adds a GitHub workflow that includes:

Setup TLPUI & run tests
Flatpak build
Debian package build & release via github releases

as described here: https://github.com/d4nj1/TLPUI/issues/90

@LordTermor I would like to start with the testing workflow first and only. Building of the packages will happening elsewhere. At least for flatpak that is done by Flathub themselves. Is this ok for you?
