Add notfications for upcoming events through app #8

For each event a notification should be sent a day earlier and a couple hours before event to remind brothers about the event.This should only occur for brothers who have signed in atleast once and so we know it is not a random.

Basically implement it by having notifications off by default and if signed in then auto enable notifications.
