The documentation actually contradicts itself on what's the default load balancing policy.
The OVERVIEW section has:
The default partition has a hard-coded partition type called classic.
vs. the MANAGING PARTITIONS wass subsection:
This is the partition type of the default partition.
vs. the CLASSIC PARTITIONS section:
This partition type is still the default.
...
This really needs attention by someone who knows the current state of things...
Hi Niklas,
thanks for pointing this out.
We will take care about it.

The MANAGING PARTITIONS section of config-PoolManager.md mentions wass being the default, but refers to https://www.dcache.org/articles/wass.html for all details.
The page https://www.dcache.org/articles/wass.html doesn't exist however, so in effect wass is the default but largely undocumented.
Preferably the old articles/wass.html page can be resurrected and the relevant contents be included in the documentation instead.
FYI, the dCache 3.2 book published at https://www.dcache.org/manuals/Book-3.2/Book-fhs.shtml#cf-pm-pm suffers the same issue.
