chore: use @web/rollup-plugin-html

What I did

• Hashes all assets to allow for permanent cache (and no more node_modules in _site)
• Forks @open-wc/building-rollup to use latest @web/rollup-plugin-html & @web/rollup-plugin-polyfills-loader
