Unless I'm not understanding the question, yes you can certainly combine background and range, as I'm doing in the "Groups" tab in the demo app.

You can also have a background item in only one group instead of across all groups.
Closing the issue as I think I answered the question
For instance, having presidential timescales as background and supreme court justices as range or box plots. I tried combining the two in one data.frame with the type column set differently but that does not appear to be a solution
