Wrong data in EUDC and NEDC velocity #1

As stated in UNECE R101, at row 5 of eudc.csv actually the correct data should be 35,50,0.42,10 instead of 35,70,0.42,10. The same issue is therefore visible also in file nedc.csv at row 77.
