No. Activities button and search-button need to do exactly the same thing. They open a launcher/search button, that opens guiless and tabless browser windows for internet searches. Lose the gui from the web browser, and let the WM do its thing.
Classic: One panel at the bottom (or top), like Windows or Gnome 2. Three menus (CLASSIC, WEB, PLACES), search , Show desktop, pager, task list, notification area, volume, widgets and clock.
Modern: One panel at the top (or bottom), like in Gnome 3. Activities -button, clock, notification area, volume and widgets.
Second panel is an app launcher on left (or maybe right. think about it)
Activities either replaces the current panel with a one that shows the pager and empty desktop with search, or in some other way replicates the functionality of Gnome 3's activities button.

Bottom panel: Classic menu, places-button, tasklist on the left and pager on the right.
