Add a APP_SMITHY_CLASSPATH, tweak codegen

Add APP_SMITHY_CLASSPATH with the hopes of having the classpath configurable to include things likes alloy or other third party dependencies.

Use the internal CodegenImpl to avoid writing to the file system
