10 digit Ivory coast numbers return as invalid #239

As of January 2021 Ivory Coast has updated their numbering plan from 8 to 10 digits: https://en.wikipedia.org/wiki/Telephone_numbers_in_Ivory_Coast

Checking the google library and it seems to be working there but we are getting invalid responses with the gem.
